POSITION: Water Operations Supervisor
SALARY: $50-55/hr
LOCATION: Los Angeles County, CA
JOB SUMMARY: Under general direction of the Water Utility Manager, the Water Production Supervisor position performs a variety of supervisory, professional and administrative duties to support the Water Production Division including planning, organizing, participating and supervising the Water Production staff in the installation, operation, maintenance and repair of the City’s domestic water systems, prepares administrative and regulatory reports and leads field operations; and performs other related duties as required.
REPRESENTATIVE DUTIES:

Organizes and prioritizes service requests related to the operation, construction, repair and maintenance of water mains, fire hydrants, gate valves, check valves, water service lines, water meters, City-owned park fountains, flow meters, motor controlled centers, pump control valves, flow control valves, pressure sustaining valves, boosters, wells, reservoirs, pumping plants LPGAC treatment facilities, Air Stripping Treatment Plants, UV AOP (Ultraviolet Light with Hydrogen Peroxide) treatment facilities, and SCADA Systems.

Plans daily and long-term inspection, testing, and maintenance goals; reviews work needs and establishes daily schedules; maintains and monitors well, reservoir and distribution system water quality and related equipment consistent with regulatory requirements.

Prepares and coordinates administration duties related to the preparation of the annual operating budget for the Water Production Section; estimates material, labor and time requirements for work projects and oversees contract jobs; orders materials and equipment.

Prepares field and administrative reports, equipment specifications and operations and maintenance procedural documentation; ensures County, State and Federal water quality testing and reporting activities are performed as required by law.

Schedules, coordinates, trains, supervises, and evaluates the work of water operations staff engaged in water production and water quality maintenance work; develops and maintains a working environment which encourages and motivates good performance by water production employees; coordinates appropriate training and workplace safety standards for equipment, use, and work site inspections/activities.

Coordinates projects of the Water Production Section with other Sections of the Water Division and City staff; investigates problems or complaints reported by Water Operators, departmental representatives, officials, and the general public; responds to inquiries and complaints related to water quality, water service disruptions, high usage readings, and construction and maintenance work.

Develops and maintains effective working relationships within the department, other City departments, agencies, and the general public.

Assists in the development and implementation of plans to upgrade, improve and expand the City's water system.

Responds to emergency situations.

Conducts water quality and water conservation presentations; represents Water Production Division and Public Works Department as needed.
MINIMUM QUALIFICATIONS
Education, Experience and Training:
High School graduation or G.E.D. equivalent is required; supplemented by specialized training in supervision practices, and water treatment methods and practices. Four (4) years of increasingly responsible experience in the operation and maintenance of water production systems is required. Associates of Arts degree is highly desirable.
Knowledge, Skills, and Abilities:
Knowledge of: hydraulics; water systems; operations and maintenance of SCADA telemetry; PLC Ladder Logic; pumps and pumping equipment; Wells, reservoirs, booster stations; methods, materials, practices and equipment generally used in the construction, maintenance and operation of water production systems; occupational hazards; accepted safety standards and precautions necessary in the workplace; basic mathematics and record keeping; County, State and Federal regulations applicable to water systems; principles and practices of supervision, training and performance evaluations; contract administration practices; customer service practices; basic laboratory methods. Knowledge of, UV AOP (Ultraviolet Light with Hydrogen Peroxide) treatment facilities, liquid phase granular activated carbon treatment facilities, air stripping treatment facilities and pH acid injection systems is highly desirable.
Ability to: plan, organize, schedule, coordinate, supervise and evaluate the work of employees; use personal computer for report preparation and record keeping; maintain effective working relationships with others; collect and analyze information; read and interpret engineering plans, specifications and working drawings; analyze and resolve field maintenance problems; inspect work in the field for conformance with departmental standards; communicate effectively, both orally and in writing; effectively recommend personnel actions; and to understand both high and low voltage electricity dynamics.

A California State Department of Health Services, Water Treatment Grade 4 certificate is required at the time of appointment. A T5 Certificate is highly desirable

The employee must be available for on-call, stand-by, and emergency call service.
